After wiping out two serial boards from static discharges (fingertip to Palm
V in a cradle) we changed to using the infrared port for syncing so there
isn't an electrical connection between the two. So, I'd say "yes" it does
happen. Keep in mind that you're talking about literally thousands of volts
of static electricity, which can easily destroy an IC -- and does!
