OS 4.0dr4 - DataMgr.c, Line:6915, Record isn't busy

(My apologies if this has been raised before. I haven't been following this
forum for a while so a "go look at the ... thread, you slacker!" response is
perfectly acceptable.)

I'm getting a "DataMgr.c, Line:6915, Record isn't busy" message with OS
4.0dr4 with the following code:

   DmResizeRecord
   MemHandleLock
   DmWrite
   MemHandleUnlock
   DmReleaseRecord (dbR, index, true);

I would have thought the DmReleaseRecord would be required here ...
