Sorry to say but you'll have to write a totally new application. and to take
the Max advantage of the windows Architecture , you might have to redesign
the app too.
But development on wince( or Pocket PC) is far easy if you know some windows
programming. Most of the MFC (almost 90%) is available for winCE, ADO
ActiveX support as well as lots of other features that you have in windows
are also available on CE.
You may have to write new activesync Components, ( the equivalent of HotSync
Conduit on Palm).
CW doesnot work for winCE, as far as i know.
You'll have to use, the marvellous VC++ IDE( thats i think one real good
thing from MS  >:)  ) , or Embedded toolkit for WinCE.

How to make this application run on Winc CE devices ?

Does the application needs to be rewritten OR just it needs to be compiled
