OK, it turns out this is a strange inconsistency in the windows Emulator -
on real palms, this dosen't happen.
This is actually one of the most fundamental differences in emulator
behavior I've seen to date.
On the Emulator, sounds are queued one after the other. On the real
device, sounds interrupt each other.
