Sure.  One of them is Insider 4.0.0, available at PalmGear and elsewhere.
Go to PalmGear (or Handango, or wherever...) and search through the
utilities sections and you'll find others.  Of course, these products don't
"show the records" in the same way a typical database program can (broken
into fields with data types) because the records in a Palm database can
contain anything.  However, they can read the records and display their
contents.
