I don't understand what you are doing. If you build an app with the Palm OS
3.5 stationery, you should not change anything in the settings to create an
app that runs on Palm OS 3.

I'm not sure what the problem is here.

This is the expected behavior. The launcher doesn't refresh its app list if
it is running when you add an app using POSE. The recommended method is to
first switch to the Prefs app, then install your app on Pose, then switch
back to the Launcher to see your app's icon.
