GotHelp! from ardiri.com is a very developer-friendly browser, though
not yet released. It also only has static page functionality.
Clipper is fairly programmable using special launch codes and special
URL strings. It could be better, but adding the functionality to make
it developer friendly would really bloat its size, I'd guess.
