There are loads of tools these days, and it seems a new one comes out
every month :-) FWIW, I use PocketStudio (because I'm on the beta list),
which is a Pascal equivalent of CW, and I would almost always use a tool
of that power, even though writing the apps takes a little longer.
For pure database work things like MobileDB, JFile, ThinkDB, and so on
are good because you only need to produce the content.

I always think anyone who uses VC++ from choice needs to be kept away
from sharp objects :-), but Bradly is correct in saying there are other
choices. Palm officially support VC++, Java and VB, but you can use any
Windows development tool that will create a dll. Obviously I use Delphi
for my conduit work :-)
