Bad assumption, Paul. Just now with Pose 3.1 on my Win2K machine,
SysTicksPerSecond == 100.

Since the OS provides the documented SysTicksPerSecond() function and the
docs say, "This routine allows applications to be tolerant of changes to the
ticks per second rate in the system," I predict that change is likely.
