Constructor 1.6

I have a vague recollection of having seen references to this 
question before, but a search (of this mailing list, the whole 
Web, and the PalmOS site) reveals *nothing* about Constructor for 
PalmOS version 1.6.  It does exist, doesn't it?  Can it actually 
be found and downloaded somewhere, and are there reasons pro and 
con for doing so?
