Another way to draw the circle is to first draw the disk with WindrawRectangle (with the appropriate radius) and then use WinEraseRectangle (with a shifted rectangle and a smaller radius) to erase the inside. This works well when you don't have anything inside the circle so that you don't mind erasing the interior.
