The error message indicates that you're trying to unprotect a database that
isn't protected. The docs for DmDatabaseProtect explain that the Data
Manager keeps a count that is incremented when you protect a database and
decremented when you unprotect it. The docs indicate that calls to protect a
database should always be matched by corresponding calls to unprotect it.
You have an unprotect without a previous protect.
