The fact that one of these clients is a salesman makes me wonder
whether they bother thinking it through.  I think a lot of it is just human
nature - they've got this nagging idea that the programming is costing
them too much and these 'quotes' just become a justification for trying
to squeeze the rate down a bit.  I'm currently dealing with an Australian
client who's unhappy about paying more than NZ$30 (about US$15)
an hour for one of my programmers because the guy only has six
months Palm experience on top of five years general programming
experience.  Maybe some people just aren't realistic.

Then let me announce my availability to work at the quoted rates
:-)   or, even better, at rates 3 to 6 times higher.  It helps that I'm
in New Zealand, which has a lower cost of good living.  The main
problem is that the good rates require face to face communication
- the cost of getting to the interview becomes a little prohibitive.
