The "components" inquired about, such as ocx controls,
do in fact require a system with significant memory. 
These types of components require an underlying
component architecture in the OS that the Palm OS does
not currently support.  Sure, if you don't mind adding
(wild guess here) 1/2 MB to the OS itself, plus
additional KBs to the run-time requirements of the OS,
then you can add a real spiffy component object model
which will support the development of components by
individual software developers.  Once you agree to
live with the additional memory overhead in the OS,
then components save memory.  Without that bloat, such
components are not really possible.
