I think you're kinda getting off the track of the original
question.  I don't think that the question was about a
generic class of plug-in controls, but whether there
were some specific tools available.  Palm handles
shared libraries just fine (one that just about everyone
has on their palm is "mathlib").  In the absence of a
generic architecture (or even convention) each of
these shared libraries will essentially have it's own
unique API ... but there is nothing preventing them from
being developed.

That said, I don't believe there _are_ any shared
libs for screen graphics, like the original question
was asking for.

One thing I am not really certain about ... why would
these have to be runtime?  Wouldn't a standard
(i.e. compile-time) library of graphic tools be
acceptable?
