The is no documented way to determine that - you would have to resort to skanky methods (such as going directly to the Launcher prefs - which are not documented either) and these are obviously not something we would condone. But *if* you do - please, please, please check version numbers etc to ensure you only fiddle with devices you have rigorously tested your code on!
Why do you need to know? What if the built-in Launcher has been replaced by a third-party launcher?
