This appears to be a good idea indeed

This is how you can get your application coherent to user
preferences passed to AppLauncher.

About third party launcher: even if there is a (documented ?)
way to implement it, it might br better to use std launcher as
a clue (if available), than ask the user to re-enter their
preferences each time

The is no documented way to determine that - you would have to resort to
skanky methods (such as going directly to the Launcher prefs - which are not
documented either) and these are obviously not something we would condone.
But *if* you do - please, please, please check version numbers etc to ensure
you only fiddle with devices you have rigorously tested your code on!

Why do you need to know? What if the built-in Launcher has been replaced by
a third-party launcher?
