If you start with devices that use flash ROM, it should theoretically be
possible to put your application in ROM and remove the applications that
come on the device. Only a very few would know enough to re-flash such a
device in order to get it back to normal. I don't think Palm distributes any
tools for putting apps in ROM or for taking apps out of ROM, but I'm sure
third party solutions exist. Be warned that flashing a ROM isn't without
risk. If you mess up the code that receives low level debugger commands, you
might find yourself with a device that can't be restored to a usable state.
I don't think end users should be messing with the flash ROM, but for an
enterprise application, it seems more appropriate.
