What they mean to say is, "If you are registering as a single person instead of for a company, then enter the words "Independent Developer" in the box where it asks for Company Name." There is no separate box for independent developers. If there are other fields you don't have any information for, enter "N/A" if it doesn't apply to you or "none" if that is appropriate. For example, if you don't have a web site, enter "none" for "Web Site URL". Note: since you are applying as an independent developer, put your own address in the "Company Information" section. So, I think your only problem is that you just didn't understand what they were asking for. Try it again and see.
