Yes, this is how panels work: they're normal apps with a different database
'type'.  Problem is that if the user binds the hard key to something else,
they can never get it back to pointing to your app because it wouldn't
appear in the Pref panel's list. It only shows 'appl' and PQAs.

So if you want it to appear in the Buttons panel, it has to be a non-hidden
'appl'.
