I do not use the tools in windows.  But I remember something about it in the
document... you need to mount it to certain directory (C:\sdk ->
/usr/local/palmdev ??).  I am sure this is covered in the documents.

Also, make sure you have the path setup for \cygwin\bin dir in the autoexec.bat
or whatever.
