Thanks everyone, I successfully did a make-all for one of the sample apps. I had an old Cygwin and the gcc stuff was out of date I think. I had to correct my mounts on cygwin and I learned a lot from the "spec" file deep in the PRC-Tools directory structure.

Sadly, it's impossible to say anything further until you tell us what versions of Cygwin and prc-tools you installed, and how you installed them. Also, it would be useful to see the output of echo foo | m68k-palmos-gcc -v -E - This would be more appropriate on tools-forum.
