Thanks everyone,

I successfully did a make-all for one of the sample apps.  I had an old
Cygwin and the gcc stuff was out of date I think.  I had to correct my
mounts on cygwin and I learned a lot from the "spec" file deep in the
PRC-Tools directory structure.

This indicates that it can't find the right preprocessor, not just the
include files.

Sadly, it's impossible to say anything further until you tell us what
versions of Cygwin and prc-tools you installed, and how you installed
them.  Also, it would be useful to see the output of

        echo foo | m68k-palmos-gcc -v -E -

This would be more appropriate on tools-forum.
