MSPaint works for for 2, 4, 8 and 24 bit colour. However, I've found it
to be a bit quirky when trying to change colour depths. The workaround I
found was to open the bitmap you want to change, do a select all and a
copy, then open a new bitmap, and do a paste and then save the new
bitmap.

To get a monochrome bitmap, before saving the new one, go to Image |
Attributes and change the "Color" (sic) setting to "Black and White".

I would like a better tool myself, as I'm not very knowledgable in this
area either. I hope this helps in the meantime, though.
