I haven't found an adequate tool that handles the 2bpp bitmaps. In all honesty, trusting a program to get the color conversion "right" is a pretty big assumption. I end up spending a lot of time crafting my bitmaps for the different resolutions using Paint Shop Pro 7. To get the colors right, what I did was create a small bitmap in Constructor at each of the 4bpp and 2bpp resolutions (one that has filled regions with all the greys), cut them from Constructor, pasted them to Paint Shop Pro, and exported the pallets. I import the pallets when I'm working on a bitmap for that resolution. I do my bitmaps in Paint Shop Pro and do the old cut-and-paste back to Constructor when I'm done.
