Yes, absolutely.  There are several browsers
available, with different limitations as to what
subset of HTML they support.

Web-clipping is Palm's misnomer (IHMO) for the subset
of HTML that their clipper browser (built into the
Palm VII, VIIx, i705 devices and also available via
Mobile Internet Kit for other devices) as well as the
'surrounding' technology.

Good.  Web pages that are designed specifically with
Palms or at least small-screen devices in mind work
best for PDAs like the Palm.  A good starting point,
if you want to go with "web clipping" and the clipper
browser, is the "Web Clipping Developers Guide"

(good place to bookmark in any case).
