Well, yeah... kinda.

Q1: Parts of Netlib run within a seperate thread. You can't get access to
this for your own purposes. The TCP/IP lib for SatForms (which I wrote in a
former life) is using the standard Netlib API provided by the OS, and as
such you can only perform Netlib API provided functions.

Q2: That work with the same API? Not that I'm aware of.

So what exactly are you after? Threads, or a Netlib replacement? Or both?
The issue of threads has been discussed here since Adam as a boy... check
the archives.
