I've seen this 'blinking palm logo' on a reset a number of times.  To me it
looked like the device was crashing immediately it had reset - so fast that
it must be before applications get called with the reset notification. I've
seen it a few times on Palm V / Vx devices, once on a IIIxe, and once on a
Visor Prism.  I'm afraid I never tracked down the problem...

...but I have some thoughts. I've only seen the problem after the device has
crashed or hung, and generally the device was doing something 'out of the
ordinary'.  For example, the Vx units were running ICQ, which is doing dodgy
tricks with sockets and patching some widely used system routines.  The
Visor Prism had had an 802.11b module removed then inserted rather quickly.

The only solution I ever found was a hard reset. A debug reset would put it
into debug mode - but there wasn't much use in that, and regular and
no-notify ones just continued to crash.
