You don't need a domain (a valid IP address is
sufficient), but both the Palm devices as well as the
POSE emulator will need to connect to one of
Palm.net's webclipping proxy servers and from there
via the internet to your specified webserver.

Depending on the complexity of your PQA, you may be
able to get away with doing (most of) your development
on a PC with a local webserver and Netscape/IE as a
"clipper emulator".  For the most part, webclipping
pages are HTML, with a few optional (though useful)
Palm extensions such as the calendar widget.  You can,
of course, not take advantage of Palm-specific stuff
like palmcall or device-local images.  Still, if you
do what a lot of people do (develop small-device web
pages for Palms, Pocket PCs and other similar-sized
devices), it might be good enough.
