Absolutely.  The rule is: if I (via my internet
connection) cannot access your webserver, Palm's
proxy server can't either.

Another limitation that I had to overcome a couple
years ago was that Palm's proxy server would only
access webservers listening on certain ports (80,
443, and a few others).  The server I tried to use
was listening on another port, and my Palm wouldn't
connect.  Not sure if that limitation still exists
(I never had reason to look into it again), but it's
documented both in Palm's knowledgebase somewhere
and in messages in the webclipping forum.
