I think a 3rd party Thai hack is going to be your only option. I haven't evaluated any, so I can't make a recommendation. Doing it yourself would be pretty difficult - in addition to combining vowels and tone marks, there are interesting problems like how to word-wrap text when there aren't any spaces or other commonly-used word break indicators. Of course, if all you've got is some static text, you could take screen-shots on a PC or Mac and display those.
