Because then it wouldn't be "SDK 4.0 Update 1" anymore. If they did
this and you had downloaded Update 1 when it went GM a couple of months
ago, how would you know that you had to download it again?

Yes. Perhaps it would help if they referred to it as "SDK 4.0 Update 2",
possibly in addition to calling it a "PalmRez Update" -- certainly it
needs to be clear that it is only of importance to people who use PalmRez
on Windows.
