I'm so sure to answer it cannot be done by both notification manager or locale manager.
The locale manager deals with number format, date format or country code stuffs and overlay just localize the text of an application. There are more important issues to character encoding and input methods. Does overlay, notification manager or locate manger support input methods or character encoding? Every language needs its own input method other than just alphabet characters, e.g. Chinese needs block handwriting recognition. Is there any way for localization for PalmOS 5 other than overlay db to applications? Overlay only provides localization text. How about input method? How about character encoding? Does PalmSource provide any ways for extending the default encoding and input method of the PalmOS 5? I can't find any over PalmOS 5 SDK. SysSetTrapAddress is not the only way but at least PalmSource should aware of it and provide some means. Languages support and hack like extensions are very important.
