Max, Which version of constructor do you use ? the classic one or the OS X one ?
The constructor version joint with the CW 8 cds is for classic. Maybe the IDE just cannot find the constructor and then hang... If you don't have the OS X version you can download it at PalmOS.com. Once you have installed it, try to open the resource project from the constructor without running the IDE. If everythings OK, quit the constructor and you can try to open your project from the IDE...
