Tools like Handera's FlashPro are able to write to Flash ROM while executing on the device -- see http://www.handera.com/products/cat-flashpro.asp . So it is possible to write to Flash ROM. Question is, how? PalmOS does not have an API for writing to Flash ROM. 1) Will it ever? 2) Must one license the PalmOS source to learn how to do this? Or is there a spec somewhere so that normal mortals can roll their own ASM library for this?
