This is a confusing point to me because I do not understand how "everyone gets a chance to handle the notification". It is my understanding that an application must un-register for a notification when it is closed down. It is also my understanding that only one application can be running at any given time, so who else (aside from the OS) is ever going to see the notification? I think I am really mis-understanding something about notifications (or even worse, how the OS works). Any insight would be very helpful.
