At this moment POL 4 can be purchased only as part of Metrowerks CodeWarrior 9 Pro. All CodeWarrior 9 users can download free POL updates from POL support site (http://www.aqpoint.com/pol/). POL repository and forum are free place for developers consulting. Everything is free!
POL future depends on whole market feedback. Personally I don't see any technical reasons to stop POL development.
