I just followed the steps defined (honestly can't remember what instructions I was following) and voila we had a ROM image.
I'm not suggesting that it was easy - I've worked with device drivers and assembly code from time to time so I wasn't walking in strange lands - but it's certainly something that I think is worth investigating if a corporate wants to use the Palm as a pre-packaged chunk of portable functionality.
