Is there any kind of a market for a new resource editor/compiler?

PalmSource has indicated that they will be doing a new XML-based resource format and editor as part of their future tools -- that was the message at PalmSource 2000 and 2002. I don't know if there's a big market for another resource editor, but if I was designing something, I'd want to be in touch with PalmSource and make sure I was in the loop regarding their future resource editing/compiling plans.
