why Tungsten C is faster then T3?

It is perfectly reproducable ( atleast on mine ).
I've noticed it too, and it's as reproducible on my T3 as it is on yours. Unfortunately, like you I have been unable to figure out what is causing this. I tend to believe it is a thread issue, as I too have checked the CPU clock configuration registers and it appears to be still running at 400 MHz even while running slower.
I hope someone has an answer for this...
