Create a PDB file on the client or do it on the handheld

  I need to build a simple coverage list look-up app for 
 some docs. Should I 

        1) Create the PDB file on the client?
           If so, do I need to read the binary spec. or 
           is there a tool for doing this.

        2) Have my conduit create the file during the Hotsync?
