Okay I can agree with that. And your right, the Palm is much easier to program then the PPC using eVC (or whatever it is called). Palm has done a great job of maintaining consistent API's across the different devices.
I would consider Frameworks like .Net or JVM an OS from the developers point of view. It is basically a different set of API's that you need to program for, different from the underlying OS.
