The question is, does the raw resource data in the PRC conform to the layouts defined in UIResDefs.r, if not where does one find the on disk layout of these items ?
No. UIResDefs.r is the MacOS-resource format, not the in-PRC resource format.
The best source of info for the layout of the resources is the PilRC source code. You've got a copy in CW for Palm OS Tools\PilRC if you use CW for Palm OS V9, or you can download it from sourceforge.net/projects/pilrc.
