You don't need to write an app. There are already a number of applications that let you adjust the default system colors, including the freeware Colorize:

Looking at the assembly code for Colorize in PRCExplorer, it looks like he's just using "UIColorSetTableEntry()" which, now that I look that API up in the docs, stands to reason.
However, this app is more elaborate than the app I planned on slapping together, so it looks like you spoiled my fun, Ben. x-(
