Sure.  Is there specifically something you want to know?  You don't even have to write 
an application to play with it, just go into the connection and network control panels 
and configure it to use your dial-up card.  
Of course, if you want to write a program and set the settings programmatically, 
you'll need to look at the NetLib family of functions.  To set the phone number, etc. 
you'll want to specifically look at NetLibIFSettingSet().
