The Palm OS overlay localization scheme is designed for use in ROMs where
the choice of language is made once, and all the applications automatically
pick the language to use based on that initial choice.

You do realize that in a EFIGS ROM, there's not just one Memo Pad PRC file,
but instead, you've got a core Memo Pad, and then six different
localization PRC files.

Just take the SDK example, like Address Book, duplicate the target, and
change the resources that get linked to be the set in one of the
localization folders by changing the access paths.
