a) what is the objective of keeping separate application for different
languages.
b) how i can create scripts similar to scripts used by PalmSource and the
licensees
handle building all the different versions and making overlay PRC files to
put into the ROM images.
c) can i get the application (sample) with different builds for different
languages

The SDK samples don't use overlays.  They just come in different versions
for each language.  It looks like recent versions of the SDK projects don't
actually include the build targets for all the different languages -- I
just looked at Address.mcp and only say the US English one.  However, when
building a device ROM, the scripts used by PalmSource and the licensees
handle building all the different versions and making overlay PRC files to
put into the ROM images.
