OCTET is just RFC-speak for an 8-bit byte. You still specify the length in decimal, the length is just represented in bytes, not any other unit. The reason for saying "octet" is that byte doesn't always mean 8-bits, especially on older systems that had 36-bit words or 10-bit words.
