Hello Saurabh -

It sounds like you do not have the MultiLanguage Pack installed.  Here are the steps 
to verify whether you do or not:

- Click on 'Start' | 'Settings' | 'Control Panel' | 'Regional Settings'
- On the first tab ('General'), there will be a combo box called 'Menus and Dialogs'

If you have the multilanguage pack installed, you will see this.  If you do not see 
it, you do not have the pack installed.  (Changing any other options in there will 
have no effect on your problem).
