If you weren't stuck using XP, you could do this today, using Unix
or Linux. I do this at some conferences regularly, where my Bluetooth and
IR ports are in "send-only" mode. When any unit comes within range of the
IrDA window, they get sent the content I want to send them. Not HotSync,
but a "beam", like you would if you were sharing content with someone
else. Requires zero interaction on the user's part, other than to accept
or decline the content being offered to them (but since they have to
actually point the Palm in the right direction, chances are they want it
anyway).
The same goes with Bluetooth. All in a nice little embedded box.
I've been doing it for a few years now.. using pilot-link + OpenOBEX for
the IrDA side, and BlueZ for the Bluetooth side (ng_ubt/sio on FreeBSD)
Works like a champ, and is completely headless.
