In order for the device to receive UDP packets from the PC the PC
must have a route to the device's IP address. You should check your
device's IP address to ensure that it is not an internal address like
10.x.x.x or 192.168.x.x. For example, on my Treo600 with ATT Wireless
service I am assigned a 10.x.x.x address when I connect to the network.
Thus my PC cannot route UDP packets to my device. If you need more information
